If you're the Federation, you can tie up many times your number of enemy ships just from the confusion you create. It could be that the saucer is just a distraction to pull your forces away from the base you're defending, and as soon as you're out of position the other two sections come in and whack your base from behind. It could be all three sections of a Prometheus flying together and ready to attack you. You have no idea how powerful this force actually is. Imagine, for example, that you're a Cardassian Gul and you pick up a the warp signature of a Prometheus saucer section approaching your area of responsibility.
If the whole ship can travel using the warp drive of only one of the three sections, then it becomes very easy to disguise the true strength of your force and screw with the enemy's head. One possible answer is that it's more of a strategic advantage than a tactical one. It could warp into an unchartered system, then split up and survey the planets three times as fast The only advantage I can see to this ability would be if the Prometheus was used as a long range survey ship. However, this only works in a one-on-one battle, and if that was the only benefit, why not just send three smaller ships instead? Being able to attack from all sides would prevent him doing that.
The only time I could see it being advantageous is when your enemy is down on power, and is forced to strengthen one of his shields in favour of the others. Presumably you can't maneuver during those 10 seconds, leaving you vulnerable. You also have to wait for the separate, which looks pretty quick to be fair, although there is a 10 second countdown. Although you get three ships for the price of one, you are giving the enemy three times as many targets to hit, and each one only has a third of the firepower and shields of the original. The main feature of the Prometheus was it's Multi-vector Assault mode, but I've always wondered why that was considered useful.
